25th GB meeting of OFSDS held on March 8, 2018

The 25th meeting of the Governing Body of Odisha Forestry Sector Development Society (OFSDS) was held in the conference hall of Women & Child Development and Mission Shakti Department, Odisha Secretariat on 8th March, 2018. Shri Suresh Chandra Mahapatra, IAS, Additional Chief Secretary, Forest & Environment to Govt of Odisha and Chairman of the Governing Body presided over the meeting.

The progress of implementation various projects of OFSDS including their physical and financial progresses were presented by Shri L.K.Tewari, Project Director-cum-Member Secretary of OFSDS. GB was appraised about the developments on Biodiversity Development Ecosystem Health report card of Bhitarkanika and the works undertaken by NCSCM, Chennai in the first phase. Besides, preparation of Training Master Plan of OFSDP-II was discussed.

Progress of AJY reviewed in the GB meeting

Progress of implementation of Ama Jangala Yojana (AJY) being implemented by OFSDS was discussed in the 25th GB meeting. It was informed that 2640 VSSs situated in 183 FMUs in 23 divisions have already been approved by AJY cell of OFSDS. So far, on AJY implementation 1864 SHGs have been trained on different themes and PMU, DMU and FMU level capacity building training programme have been completed by training 89,298 participants. As per the progress report, PRA exercises have been completed in 2113 VSSs and micro-planning has been completed in 2058 VSSs.

A total of 2409 Drainage Line Treatment Structures have been completed under AJY in 23 divisions and a total of 4,90.950 staggered contour trenches in ANR without Gap areas have been completed.

Chairman of the GB shared that training of the personnel on Soil & Moisture Conservation (SMC) works shall be completed at different levels and monitoring of water table in SMC intervention areas may also be planned.

The GB considered the Annual Action Plan and budget of Rs. 109.32 crore for implementation of AJY during 2018-19 and recommended the same for approval by the High Power Committee of OFSDS.

Progress of OFSDP-II reviewed in the GB meeting

Discussions on progress of OFSDS –II held in the 25th GB meeting. PD shared the engagemenmt status of resources at PMU, DMU and FMU level alongwith the procurement of project management consultant.

PD also shared that the decision of 13th HPC held on 9th January, 2018 on reconstitution of GB, the Forest & Environemnt Department has issued a notification on 21st February 2018. The reconstituted GB will be headed by ACS, Forest & Environment Department and Director, NRLM has been inducted as a new member of GB of OFSDS. JICA has been moved for concurrence to this effect.

For implementation of OFSDP-II, the Action Plan and budget of 66.73crore INR for 2018-19 was considered by the GB and recommended for the approval of HPC of OFSDS.

The Governing Body has approved the utilisation of accrued interest money of OFSDP – I in total of 6.56 crore ruppes in the form of strengthening the infrastructure of 1200 VSS buildings, incentive to farmers under farm forestry and return of EMD/SD to concerened persons or agencies.

The meeting was attended by Special Secretary of Forest & Environment Department, Representative of PCCF – Odisha, NGO representative and special invitees from PMU, OFSDS.
